* lisp/emacs-lisp/edebug.el (edebug-mode): Make it a minor mode.
(edebug--recursive-edit): Use it.
(edebug-kill-buffer): Don't let-bind kill-buffer-hook.
(edebug-temp-display-freq-count): Don't let-bind buffer-read-only.
